Approves the agenda for the 17th International Conference on Legal Metrology (OIML Conference).

Elects His Excellency Fahad M. Al Ruwaily (Ambassador of the Kingdom of Saudi Arabia to the French Republic) as President for the 17th OIML Conference, and

Approves the minutes of the 16th OIML Conference (2021).

Gives its definitive discharge to the President of the Committee and to the Director of the Bureau for their management of the budget during the years mentioned above.

Endorses Resolution CIML/2025/10 of the 60th CIML Meeting.

Re-affirms its endorsement of Resolution CIML/2021/13 of the 56th CIML Meeting.

Resolves that, from the surplus resulting from the 2022-2025 financial period, up to €231 319 be allocated to the Designated Operating Reserve for the OIML.

Resolves that the OIML publications listed in Conference Document 10 are hereby sanctioned. Member States are reminded of their obligation to implement OIML Recommendations as far as possible.

Resolves to charge the Committee with organizing the 18th OIML Conference in 2029, the venue and dates to be decided by the Committee.

Approves the list of high priority publications given in 60th CIML Meeting Document 7.3, and Approves the list of high priority projects given in 60th CIML Meeting Document 7.3.

Approves the cancellation of the following projects: TC8/SC1/p5 Revision of R 95 Ships' tanks - General requirements, TC8/SC1/p11 Revision of R 125 Measuring systems for the mass of liquids in tanks, TC10/SC2/p2 Combined revision of R 101 and R 109 Indicating and recording pressure gauges, vacuum gauges and pressure-vacuum gauges with elastic sensing elements, TC17/SC3/p2 New publication: Method of carrying out pH-measurements and certification methods of solution for verification of pH-meters.

Noting the information in CIML Meeting Document 7.3 on the reduced number of proposals for new technical work projects,

Approves the withdrawal of OIML B 17:2012 Policies and rules for the reimbursement of travel expenses incurred by CIML Members of Honour and invited guests in attending OIML events (including Amendment 1 dated 2023-11), and Recommends that any future support for CIML Members of Honour or guests be considered on a caseby-case basis under the general financial and travel policies of the BIML.

Notes the growing importance of digital identifiers across all domains, Encourages the use by the legal metrology community of digital identifiers such as Digital Object Identifiers (DOIs), Research Organization Registry identifiers (RORs) and Open Researcher and Contributor IDs (ORCiDs),

Approves an extension to 1 November 2026 for the transition from Scheme B to Scheme A, for OIML R 111:2004 Weights of classes $ E_{1}, $ $ E_{2}, $ $ F_{1}, $ $ F_{2}, $ $ M_{1}, $ $ M_{1-2}, $ $ M_{2}, $ $ M_{2-3} $ and $ M_{3}. $

Notes that in the budget approved in Resolution CIML/2025/11, the registration fee for OIML-CS certificates will increase from €350 to €400 per certificate for the entirety of the 2026-2029 budget period.

Welcomes the restarting of the work of the CEEMS/p 1 Project Group on the revision of OIML D 14:2004 Training and qualification of legal metrology personnel, Encourages Members to participate in this Project Group, and Encourages Members of the Project Group to respond to the survey being conducted as an initial phase of this work.

Appoints Dr Sascha Eichstadt as OIML Digitalisation Task Group Chairperson for a three-year term with immediate effect.

Appoints Dr Ping Yang as OIML Digitalisation Task Group Deputy Chairperson for a three-year term with immediate effect.

Resolves: a) The budget surpluses (net results) from the 2013-2016 financial period shall be added to the reserve funds; b) During the financial period 2017-2020,the increase in the reserve funds mentioned in a) above should be made available to provide time-limited support to secretariats and conveners in developing their capability,in particular through training,to deliver the technical work of the OIML.

Requests the Committee to consider the policy it should adopt towards the long-term level of the reserve funds and the purposes for which they should be used, and to report on its recommendations to the 16th Conference in 2020.

Resolves: The audited accounts for 2012, 2013, 2014 and 2015 are hereby approved. The CIML President and the BIML Director are finally discharged for the financial management during these years.

Resolves: The OIML publications listed in the report in Annex D are hereby sanctioned. Member States are reminded of their obligation to implement OIML Recommendations as far as possible.

Resolves: a) The overall amount of credits, necessary to cover the Organization's operating expenses shall be €8 827 000 for the 2017-2020 financial period; b) The annual base contributory share for the 2017-2020 financial period is €14 000. This results in a total contribution for a Member State classified according to Article XXVI (1) of the Convention in Class 1, Class 2, Class 3 or Class 4 of €56 000, €112 000, €224 000 or $ \epsilon $448 000, respectively; c) In the case of the admission of a Member State during the financial period, the overall amount of credits mentioned in a) above is increased by the contributory share of that Member State, calculated from its classification and the base contributory share, proportionate to the period from its admission to the expiry of the financial period; d) For the 2017-2020 financial period, newly admitted or readmitted Member States shall not pay an entry fee.

Resolves: a) If the Bureau has been notified that the designated representative of a Member State no longer satisfies the conditions for membership of the Committee and the Member State has not yet designated a new representative, this person shall no longer be taken into account when establishing the quorum for decisions of the Committee; b) If the designated representative of a Member State has not responded to any communication from the Bureau for more than six months and the Bureau has made all reasonably possible attempts to contact the designated representative, the Bureau shall seek confirmation from the Member State as to the status of its representative in the Committee, according to a procedure decided by the Committee; c) If it is not possible, within a reasonable period of time to be decided by the Committee, to obtain confirmation from the Member State as to the status of its representative in the Committee, this person shall no longer be taken into account when establishing the quorum for decisions of the Committee.

Approves the following text as the OIML statement on the new SI to be submitted to the BIPM in response to Resolution 1 (2011) of the CGPM: "The OIML supports the CGPM's intention to revise the SI in order that it will continue to meet the needs of science, technology, and commerce in the 21st century. From the inquiry amongst the OIML Technical Committees TC2, TC9, TC9/SC3 and TC11, and the CIML Members, it is concluded that the new SI definitions are considered to have little to no impact on routine measurements of time, length, luminous intensity, electric current, temperature, amount of substance, and related derived SI quantities. A potential impact may be on accurate mass measurements using class E weights according to OIML R 111. The OIML considers the careful adherence to the 2010 recommendations of the CCM as fundamental for the redefinition of the kilogram in order to avoid potential negative impact on routine mass measurements. The OIML supports the intention of the CGPM to further improve formulations for the definitions of the SI base units so that the new SI remains understandable to all those who need it."

Resolves: The OIML Strategy as laid down in OIML B 15:2011 is hereby sanctioned. The Committee is instructed to implement this strategy taking into account the budgetary resources.

Resolves: The classification of Member States according to Article XXVI (1) of the Convention shall be reviewed in the final year of a financial period in order to determine the respective contributory shares of the Member States for the following financial period. The review shall be according to the method decided by the Committee at its 40th Meeting in 2005. However, any change in the classification of a Member State shall take effect from the second year of the following financial period.

Resolves: (a) The overall amount of credits, necessary to cover the Organization's operating expenses shall be €8278200 for the 2013-2016 financial period; (b) The annual base contributory share for the 2013-2016 financial period is $ \epsilon $14000. This results in an annual contribution for a Member State classified according to Article XXVI (1) of the Convention in Class 1, Class 2, Class 3 or Class 4 of $ \epsilon $14000, $ \epsilon $28000, $ \epsilon $56000 or $ \epsilon $112000, respectively, (c) In case of admission of a Member State during the financial period, the overall amount of credits mentioned in (a) is increased with the contributory share of that Member State, calculated from its classification and the base contributory share, proportionate to the period from its admission to the expiry of the financial period, (d) For the 2013-2016 financial period, newly admitted or readmitted Member States shall not pay an entry fee.

Resolves: (a) A Member State which has not paid its annual contribution for three consecutive years shall automatically be considered as having resigned, according to Article XXIX, first paragraph, of the Convention; (b) A Member State which has not fully paid its annual contribution shall be automatically considered as having resigned when its accumulated arrears amount to the total of the last three years of contributions due; (c) A Member State in arrears will receive a final written warning at least six months before the accumulation of the three-year amount mentioned in (a) or (b). The warning will include a request to pay the full amount; (d) The provisions of (a), (b) and (c) apply accordingly to Corresponding Members with respect to annual Corresponding Member fees.

Resolves: (a) A Member State which has officially been regarded as having resigned may be readmitted only after it has settled its unpaid contributions, the amount of which is calculated as the total contribution that the Member State would have had to pay over the last three years immediately prior to the year of readmission according to the classification of that Member State at the time of readmission; (b) The provisions in (a) apply accordingly to Corresponding Members with respect to Corresponding Member fees.

Resolves: (a) Current Member States and Member States regarded as having resigned for which the OIML accounts show arrears in excess of three years of membership contribution shall have their arrears reduced to three years of membership contribution; (b) The reductions shall be accounted for in the 2012 accounts; any deficits resulting from these reductions shall be compensated by drawing from the reserve funds; (c) The provisions of (a) and (b) apply accordingly to Corresponding Members.

Resolves: In the event of the absence, impediment, cessation of mandate, resignation or death of the first Vice-President, his duties shall be temporarily assumed by the second Vice-President.

Resolves: A 'colleague' as mentioned in the first paragraph of Article XVII of the Convention may be: either another CIML Member or someone designated by the absent CIML Member to represent him/her. In the latter case, the representative shall be from the same government or administration as the absent CIML Member and may not represent other CIML Members, i.e. may not receive proxies from other CIML Members.

Resolves: The Committee is hereby charged to organize the 15th Conference in 2016, the venue and dates to be decided by the Committee.

Resolves: (a) The basis for the classification of Member States is, and remains, the figures provided by the World Bank, (b) The request from Greece is not considered to be supported with sufficient data to be able to examine the situation, (c) The request for a remission is therefore not approved.

The Committee approves the minutes of the 45th CIML Meeting with the following modifications: - In 3.1.1, third paragraph on page 28 ("Mr. Issaev agreed ...”), fourth line: replace "Seville" with "Sèvres"; - In 3.1.2.5 (page 33), first line, delete "was"; - Under the heading of 8.1 (page 72), insert a sub-heading "8.1.1-8.1.3 Confirmation of publications" and in the first line, replace "8.1.1 to 8.1.4" with "8.1.1 to 8.1.3"; - 8.1.3 (page 73) to be renumbered "8.1.4".

The Committee notes the report given by its President.

The Committee notes the general report given by the BIML Director and his report on BIML staff matters and expresses its appreciation for the full and clear explanation of the improvements introduced in the operation of the Bureau since he took up his post.

The Committee decides to renew the contract of Willem Kool, BIML Assistant Director, for a five-year term from 1 January 2012.

Instructs its President and the BIML Director to continue to work diligently to resolve all items contained in the audit, to conduct a new audit in 2012 and to report progress at the 47th CIML Meeting.
