The OIML SMART Platform
Member states, NMIs, and test laboratories may operate their own SMART runtime under their own custody, federating with the global OIML-CS SMART Platform. Or they can use the global platform directly — participation is a choice, not a requirement.
Two ways to run the SMART-tier runtime
The OIML-CS SMART Platform is the BIML-operated global deployment — every issuing authority and test laboratory participates by account, not by installation. The OIML SMART Platform is the same workflow engine and certificate PKI, packaged for a member state or laboratory to run under its own custody. Signed artifacts produced locally federate upstream; the global register verifies the signature chain on import.
The SMART-tier platform covers the Type-approval workflow: application, testing, evaluation, CNML certificate issuance, BIML registration.
The runtime extended to the full instrument lifecycle
The OIML-CS SMART+ Platform extends the global runtime to Type-instance and measurement-level data: every certified instrument in service, its calibration, its live measurement stream, its continuous-compliance verdict. The OIML SMART+ Platform is the member-state deployment of the same — instrument-instance certificates and measurement streams under national custody, federating with the global register.
SMART+ assumes the SMART-tier Type-approval baseline is already in place. The two tiers compose: a Type-instance certificate is only meaningful against a Type-approval certificate that defines what the instrument must satisfy.

Issues and revokes Type-instance certificates from the local platform; each instance’s measurement stream is signed and traceable.
