What this means
Everything on this site, every requirement, test, form, ontology entity, and specification, is part of the OIML SMART pilot programme and is a DRAFT.
This means:
- Content may change without notice. As the pilot evolves, requirements may be added, removed, or restructured. Test procedures may be updated. Form schemas may be modified. Do not rely on any specific detail remaining stable.
- Not for external distribution. The pilot is shared with OIML Member States and Corresponding Members for internal review. It has not been formally adopted or published by OIML.
- Models are working drafts. The SMART models of R 60, R 91, R 129, and R 144 demonstrate the approach but are not the authoritative versions of these Recommendations. The authoritative source remains the published OIML PDF documents.
What the pilot is exploring
The pilot tests whether OIML Recommendations can be expressed as machine-actionable structured artifacts rather than static PDFs. Key questions:
- Can requirements, tests, and forms be modeled with enough precision that compliance can be computed, not just read?
- Can the structured data drive an interactive application for OIML-CS participants (Issuing Authorities, Test Laboratories, Manufacturers)?
- Can a shared terminology (VIM/VIML) provide semantic consistency across Recommendations?
- Is the Primmel authoring workflow practical for OIML Technical Committees?
Timeline and scope
The pilot began in 2026 and is ongoing. Four Recommendations are currently modelled:

- A terminology browser covering 12 VIM/VIML/G 18 datasets
- An interactive application demonstrating the dispatch, evaluation, and certification workflow
- A developer documentation suite covering the architecture, guides, and formal specifications
