What you do today
You work from documents. The Recommendation is a PDF, the test report is a form, the certificate is a signed scan, and the workflow between applicant, laboratory, and authority runs over email. Every party keeps its own copy of the truth, and reconciling those copies is the job nobody budgeted for.
What changes
The Recommendation becomes machine-actionable: one shared model drives the page you read, the forms you fill, the tests the laboratory runs, and the certificate the authority issues. Each role gets a workflow shaped for it, and every party reads the same record instead of exchanging copies.
The text of the Recommendation stays. The model joins it; nothing you rely on today goes away.
