60th CIML Meeting — Resolutions (EN)

Thanks His Excellency Fahad M. Al Ruwaily (Ambassador of the Kingdom of Saudi Arabia to the French Republic) and His Excellency Askar Abdrakhmanov, (Ambassador, Permanent Delegate of the Republic of Kazakhstan to the United Nations Education, Scientific and Cultural Organization (UNESCO)) for their opening remarks to the Committee.

Approves the agenda for the 60th CIML Meeting.

Approves the minutes of the 59th CIML Meeting.

Notes the report given by its President.

Notes the report given by the BIML Director.

Welcomes Venezuela as a new Corresponding Member.

Approves the 2024 accounts, and

Requests those Members with arrears to bring their situation up to date as soon as possible.

Notes the report on the budget forecast for 2025 given by the BIML Director.

Requests the 17th Conference to take this Resolution into account when deciding about the Member State and Corresponding Member classes and fees.

Approves this budget, and

Approves the revision of OIML R 142:2008 Automated refractometers, and

Decides to accept the proposal to vote on this Amendment at this meeting.

Approves the Amendment to OIML R 111:2004 Weights of classes $ E_{1}, $ $ E_{2}, $ $ F_{1}, $ $ F_{2}, $ $ M_{1}, $ $ M_{1-2}, $ $ M_{2}, $ $ M_{2-3} $ and $ M_{3} $ , and

Decides to accept the proposal to vote on the Final Draft Revision of OIML R 91:1990 Radar equipment for the measurement of the speed of vehicles at this meeting.

Approves the revision of OIML R 91:1990 Radar equipment for the measurement of the speed of vehicles, to be published with the new title Traffic speed meters, and

Approves as a new project, under the responsibility of TC8/SC1 and the convenership of Ukraine, the development of a new OIML Guide Fixed storage and transportable tanks. Calibration using electro-optical distance-ranging method, to be conducted as specified in the project proposal provided in 60th CIML Meeting Document 7.2.1.

Approves the list of high priority publications given in 60th CIML Meeting Document 7.3, and Approves the list of high priority projects given in 60th CIML Meeting Document 7.3.

Approves the cancellation of the following projects: TC8/SC1/p5 Revision of R 95 Ships' tanks - General requirements, TC8/SC1/p11 Revision of R 125 Measuring systems for the mass of liquids in tanks, TC10/SC2/p2 Combined revision of R 101 and R 109 Indicating and recording pressure gauges, vacuum gauges and pressure-vacuum gauges with elastic sensing elements, TC17/SC3/p2 New publication: Method of carrying out pH-measurements and certification methods of solution for verification of pH-meters.

Noting the information in CIML Meeting Document 7.3 on the reduced number of proposals for new technical work projects,

Approves the withdrawal of OIML B 17:2012 Policies and rules for the reimbursement of travel expenses incurred by CIML Members of Honour and invited guests in attending OIML events (including Amendment 1 dated 2023-11), and Recommends that any future support for CIML Members of Honour or guests be considered on a caseby-case basis under the general financial and travel policies of the BIML.

Notes the importance of the OIML Bulletin in disseminating updates on legal metrology,

Notes the growing importance of digital identifiers across all domains, Encourages the use by the legal metrology community of digital identifiers such as Digital Object Identifiers (DOIs), Research Organization Registry identifiers (RORs) and Open Researcher and Contributor IDs (ORCiDs),

Notes the report of the OIML Certification System (OIML-CS) Management Committee (MC) Chairperson, and

Approves the Final Draft revision of OIML B 18:2022 Framework for the OIML Certification System (OIML-CS), and

Approves the withdrawal of OIML D 37:2022 Guide to the application of ISO/IEC 17020 to the assessment of OIML Issuing Authorities under the OIML-CS.

Approves an extension to 1 November 2026 for the transition from Scheme B to Scheme A, for OIML R 111:2004 Weights of classes $ E_{1}, $ $ E_{2}, $ $ F_{1}, $ $ F_{2}, $ $ M_{1}, $ $ M_{1-2}, $ $ M_{2}, $ $ M_{2-3} $ and $ M_{3}. $

Notes that in the budget approved in Resolution CIML/2025/11, the registration fee for OIML-CS certificates will increase from €350 to €400 per certificate for the entirety of the 2026-2029 budget period.

Notes the report of the CEEMS Advisory Group (AG) Chairperson, and

Recalling clause A.1.2 of OIML B 19:2023 Terms of Reference for the Advisory Group on matters concerning Countries and Economies with Emerging Metrology Systems (CEEMS AG), which states that the Chairperson is eligible for re-appointment for one further term of three years,

Notes the report of the OIML Digitalization Task Group (DTG) Chairperson,

Noting that the result of the secret ballot conducted amongst DTG members supported the nomination of their Chairperson for a second three-year term,

Approves the DTG's recommendation to establish a subcommittee AI in legal metrology.

Congratulates this year's recipient of an OIML Medal, Dr Martin Milton OBE, for his significant contributions to the work of the OIML.
