After Mr. BIRKELAND has recalled the accession of the People's Republic of CHINA, in April 1985, Mr. ATHANE indicates that several countries have contacted BIML with the intention of joining OIML, in particular PORTUGAL and SAUDI ARABIA. Other countries intend to join as Corresponding Members.

Mr. ATHANE indicates that he made final contact with FIDJI and JAMAICA, Corresponding Members who have not paid their subscriptions. No reaction followed and, in conformity with the 7th Conference, these two Corresponding Members are considered to be in suspension ]. All correspondence and dispatch of documentation has stopped between the Bureau and the two countries who could be reinstated if they pay the amounts due.

No comment was received on this report and the report is adopted by the Committee, who instructs its President and the Director of the Bureau to submit it to the 8th Conference.

Mr. ATHANE presents this report which was sent to the Committee Members too late to be examined by the financial Authorities of the Member States and to be adopted by the Committee in session.

Mr. ATHANE presents these estimates which were already submitted to the Committee Members by correspondence. It appears that the actual expenses for most of the budgetary lines, will be equal to or even less than the amounts authorized by the 7th Conference if recalculated to take into account the reduced inflation in France. For certain budgetary lines corresponding to the expenses which are not evenly distributed over the four years of the financial period, the comparison is not so easy and certain of those which exceed the authorization are explained. It is evident however than the receipts are noticeably greater than estimated by the Conference.

On the proposal of Mr. BIRKELAND, the Committee accepts the request of the Hungarian Authorities and of Mr. Petik to extend his contract for a period of two years starting from the end of his current contract.

Mr. ATHANE recalls that the BIML staff regulations were adopted by the Committee in 1972 (replacing the former regulations) and were then modified several times. The Bureau has the intention to update and to publish these regulations.

Mr. ATHANE gives reasons for which the Committee is requested to modify two articles of the rules of OIML retirement plan, so that the interests produced by the moneys of the retirement fund be transferred into the general OIML budget, and not into the retirement fund :

Mr. ATHANE recalls the decisions of the 7th Conference and summarizes the actions taken in consequence, which allows Mr. BIRKELAND to conclude that their implementation is correctly carried out.

Two draft Recommendations are submitted for adoption (provisional) by the Committee in order to permit their publication before submission to the 8th Conference for definitive sanction, possibly after they have been completed or improved.

Mr. EDGERLY indicates that this question was broached by the Presidential Council and that the Council instructed him to present a study on this subject to the Committee. He presents a summary of this study with the following conclusions:

Mr. THULIN presents to the Committee an oral report on the situation of the Bulletin :

Mr. THULIN recalls that after the success of the first two OIML seminars (electronics in Boras, and control of prepackages in Bern), a third seminar was organized in Paris on bulk weighing. For the first time, two languages were used, French and English, with simultaneous translation. This seminar organized with the assistance of the French Administration and the Federation of Weighing Instruments Manufactures, has brought together more than 100 participants and was a great success.

Mr. PETIK recalls that the question of mutual recognition of metrological controls started to be studied about 10 years ago. An ad hoc group was instructed to study the methods of operation of an OIML certification system. At the end of the work of this ad hoc group the Committee noted that for economic and political reasons beyond its control such a system could not be set up at present. Waiting for this to become possible, SP2-Sr4 under the responsibility of the Bureau was instructed to study the possibility of punctual actions which could favor the eventual setting up of an OIML certification system.

Mr. ATHANE recalls that one of the actions proposed by SP 2-Sr4 (reference to OIML in the national pattern approval decisions) was not accepted by the Committee and it may therefore be appropriate to reflect on this subject. Furthermore, it may be appropriate to examine the possibility of a common action with IEC and ISO whenever there exist simultaneous OIML RI's/DI's and ISO/IEC Standards for the same category of instruments. BIPM could also be associated whenever certification is based on measurement standards traceable to those of BIPM.

A report covering the activity of BIML between October 1984 and March 1986 was distributed to the participants.

Mr. HARVEY confirms the invitation of the Australian Government for October 1988. The year 1988 is a very significant year since it commemorates the bicentary of European settlement in Australia. As indicated in 1984 by Mr. PETRY, the former Committee Member for Australia, arrangements have already been made for the period from 24 to 28 October 1988 (hotel reservations and conference room, receptions, lunches for the delegates, etc.). At the same time, the problems of translation, of secretariats and of technical visits is being studied and information on touristic programmes will also be given to the delegates and accompanying persons.

The Committee is in agreement with the proposal of Mr. BIRKELAND to hold the next Committee meeting in Paris, September 1987.
