20th CIML Meeting — Minutes (EN, Bulletin)

The Committee approves the accountant report for 1983 and instructs its President and the Director of the Bureau to submit it to the 7th Conference.

Mr BIRKELAND recalls that the principle of the creation of an OIML retirement plan was the subject of a decision taken by the 6th Conference. Subsequently, during its 19th meeting, the Committee has accepted the expert's report on the cost of this retirement plan, which confirmed the estimates presented to the 6th Conference. Complying with a request of the Committee, the Bureau has then prepared a draft of the detailed rules of the retirement plan, which was submitted to the meeting for study.

Mr BIRKELAND presents the document on planning, elaborated by the Presidential Council according to the decisions of the Committee (18th and 19th meetings) and distributed to Committee Members in June 1984.

The Committee adopts the drafts of the Agenda and of the timetable presented by the Bureau as well as the proposals concerning the organization of the meeting presented by Finland.

Mr BIRKELAND gives a summary of the decisions of the Conference, ensures that there are no ambiguities and instructs the Bureau to ensure that they are implemented, as appropriate.

The Committee accepts the proposal presented by the Fed. Rep. of Germany, United States and France to split into two SP5, a part « static measurement » under the responsibility of France and a part « dynamic measurement » under that of the Fed. Rep. of Germany.

Mr THULIN presents a study prepared by the Bureau about the possible activity of this Pilot Secretariat in liaison with IEC work. For the majority of the subjects it would be ideal for OIML not to undertake any specific work but to influence the corresponding IEC work so that the IEC publications (which, in general, cover the specifications as well as the test methods) are suitable for legal metrology; the OIML Recommendations could then be limited to a selection of necessary specifications and tests within the framework of legal metrology, as it was done with sound level meters.

Mr. THULIN recalls that in April 1984 the Bureau carried out an enquiry in order to find out the interest shown by the Member States in these subjects; this enquiry included extracts from IEC and CIE $ ^{*} $ work programs.

Mr ATHANE points out that the United Kingdom having initially accepted responsibility for this Reporting Secretariat was obliged to abandon it; another candidate country must therefore be found.

Mr BIRKELAND gives a summary of the discussions which took place during the Conference and considers that it is not necessary to repeat them. In conclusion, the Committee adopts the following resolution:

Following the proposal of the Bureau and of the States concerned, the Committee suppresses the following three Reporting Secretariats :

Mr PETERSEN underlines the extreme urgency of the work of both these Secretariats and suggests that the Committee recognise this officially and requests the States concerned to give these subjects the highest priority; he proposes a draft resolution on this subject.

Mr ATHANE states that the two documents prepared by the ILAC task Force E were taken into consideration by OIML.

The Committee took note of the report on the activity of BIML, presented in writing.

The Committee approves this agreement and instructs its President to sign it.
