SMART Recommendations
A Recommendation published as an executable model, authored by experts, citable to the clause — the document and the machine-readable form are one artifact.
What a SMART Recommendation is
The metrological and technical requirements of a Recommendation, modeled as subjects, processes, constraints, and promises. Every element cites its clause in the source publication, so the model reads against the document line by line.
What it replaces
The PDF as the only form of the Recommendation. The SMART Recommendation keeps the prose, and adds the executable form beside it: requirements evaluate, tests run, forms compute, certificates verify — by machine, not by hand.
Who authors it
The OIML technical committees, in SMART Studio. The authoring guides walk from an empty package to a published edition: subjects, requirements, conformance tests, forms, packaging, validation.
What exists today
R 60 (load cells) is the official pilot. R 91 (traffic speed meters), R 129 (multi-dimensional measuring instruments), and R 144 (gas analytical systems) are demo models. The OIML-CS scheme is modeled beside them.
