  scope: This Recommendation is applicable to microwave Doppler radar equipment for
    the measurement of traffic speed on roads, hereafter, in short, "radar". The Recommendation
    states the conditions that the radar must satisfy when the results of measurement
    are to be used in legal proceedings. The legal interpretation of the results of
    measurements, the choice of radar types and the conditions under which these instruments
    may be applied are left to national regulations.
